Good Day.
I have started playing some 56 Char's with my wife She plays a Rogue and I play a Bard.

Question 1

The question is what is the highest LVL people can we play with so our XP will not drop down?

Question 2

Where would the best place to go to for XP?

When getting better equipment should I go for HP's or Stats?

1) You can group with anyone who is not higher than your level x1.5, rounded down. So at 56 you can group with up to 84th level people. Practically there is not much point playing with people who are more than 4 levels above you, because they wont get many xp and be probably bored. If a bunch of high levels group with you and do their stuff, you get practically powerleveled.

2) Go with the hot zones list and visit them. A rogue/bard team is a bad combination, and maybe you have to kite (bard aggroes and kites, rogue runs after and backstabs) for xp, because tanking has several problems (neither of you *is* a tank class, you have no reliable taunt, and you cannot heal). So your class combo may prohibit several zones to you, unless you have a group (i.e. a tank and healer). But then I dont know much about bards, I try to avoid them :)
Aside from hot zones, from top of my head, at 56 you can go to Old Sebilis, all PoP tier 1 zones, Chardok, Grieg's End, Dragon Necropolis, Velketors Labyrinth, Acrylia Caverns, LDoN, and Dranik's Scar. Avoid GoD and OoW zones unless in company, the mobs there have nasty abilities and are high damage hitters.

3) If in doubt, take the HP, and if its a choice between HP and AC, take the AC, if the increase is significantly better. If a mob hits you for 150, the 30 more hp on the piece did not much for you. But if he hits you constantly for 140 instead of 150 on average, because your AC is better, you will have the equivalent of many more hp. The thing where AC is useless and your hp count, is when you run into magic, namely nukes.
My personal order of priority is (I am a SK): AC, resists, hp, special powers, stats.

1: Alot of that depends on what you think a significant exp drop is. Details of the exp formula can be found here.
The level limit there appears to be wrong in the example, but the original formula appears correct. It should be the highest level = lowest level + (lowest level / 2) + 1. In the example, it should be 46 + (46 / 2) + 1 = 46 + 23 + 1 = 70.

2: Also varying opinions. Hot zones (which can be found on the left, under Zones section, Hot zones link) have experience banus. Dranik Scar is listed as the 50 hot zone. Acrylia Caverns is the 55 hot zone. You may be able to get descent exp at other ones, depending on your equipment and skill. Much of where you can get good experience depends on the group make up. Some areas or types of NPCs require certain skills that only a few classes may have.

Hot zones are also more likely to have more people in them looking for groups or people to join their group.

3: Another personal choice. If you are tanking alot, AC is the most important with HPs a second. How to compare these varies alot, but most sites and people I've talked to, generally use somewhere from 5-10 HPs / 1 AC as a comparison for tanking / melee classes. Opinions on stats varies alot. Personally, I like to get Str over 150 for any melee type class and really closer to 200 by your level and unbuffed. Similarly, Int or Wis to the same points for casters and their hybrid cousins, or priests and their hybrid cousins, respectively. For rogues and rangers, I generally try to keep Dex up there also. Rangers even more so, when they start getting AAs, especially Archery Mastery.

Resists are also nice to get high, but not extremely important until you get to raid content. Group content spell effects are generally dealt without much trouble. Focus effects are also great, and I try to get several on priests and casters. Mana preservation being one of them, which is great for a Bard also. Mana regeneration is key to Bards also, as it's the only way to mana back quicker as spells and songs, do nothing for Bards mana regen.

Similarly regeneration is nice for everyone, but many consider it much less important since the changes in out-of-combat regeneration, which applies to HPs, Mana, and Endurance.

You can try reading some class specific forums to see what many other people think about the issue of stats, resists, effects, and HP/Mana/End.

For Bards, try EQDiva
For Rogues, try The Safehouse

You might also want to check out the sticky links at the top of this forum also. Lots of good information in New / Returning Player Info and Forum Info and Useful Threads.

==== EDIT ====
Oops thought you were 54, not 56, so added the 55 Hot zone as well. :D

Look for augs for inexpensive equipment upgrades. They're readily available these days dropping in various zones, exploration type quests, etc.

Supposedly the last set of hotzones still has the aug-dropping 'changlings' in them, with the new hot zones that makes lots of hot-zones aug drops.

When grouping, imo, it's most fun when you're all around the same level as each person really has to carry their weight and provide the proper support for their class.

Acrylia Caverns should be a good zone for your levels. It's a hot zone with grouping potential as well as a good plat-making zone.
