There is a bag that summons little shissar fangs for monks that you can use for throwing. Can't find the item name or who drops the item.
Any info would be awesome!

Pure speculation, but I highly doubt it actually uses mana to summon them...spell descriptions for clicky items are horribly misleading at times...
After all the time I spent down there camping for key parts, I don't recall ever seeing that drop.
Some people are like slinkies, they aren't really good for anything, but they still bring a smile to your face when you push them down the stairs.
Clickies on items do not use mana, and in general cases do not use components but there are exceptions where components are required. Bloody Ancille's Pouch being one example of components being required.
The item does still drop, but it is pretty uncommon, maybe even rare. I've killed Hylog many many times and never had it drop for me, but have been down there when it has dropped for others. :(
