I am not going to spend the time finding a source on this, but... I seem to recall a developer post on the EQLive forums stating that while all TSS spells have a "Rank III" version in the spell data, not all of them are actually available as scribeable spells or tomes in game. (Don't quote me on that, but I am "fairly certain" that was stated.)
Here is a list of Rank III spells and tomes which have been found.

No, I don't care if the item appeared in a database and was sucked out and spit

Items that appear on Lucy (and as of TBS's release, the Allakhazam database too) have been discovered by players.
There is no difference between an item's appearance on Lucy and a player's email submission containing an item's picture. (We get a fair amount of those blank submissions with only pictures included... "OK, and this comes from...?")
Automation is a big time saver. Manual entry of item stats (which we did for the eight years leading up to last week) chews up an
incredible amount of time.
For what the automated system does, we will suffer through the "fake" items, which are few and far between as it is.
