A bit off of the original topic, but to explain a little bit about haste:
There is worn haste, haste V1 (chanter, shaman, some bard songs), haste V2 ("stacking" bard songs) and haste V3 (bard "overhaste"). You can count 1 of each in your total haste calculations up to 100% without V3, up to the song specific cap with V3. V3 haste is a bit deceptive though. V3 haste will add a certain percentage to what you have UP TO the limit. So, some quick examples (numbers used for ease and clarity, not song/spell accuracy):
40% worn + 50% V1 + 30% V2 = 100% (20% wasted basically due to 100% cap)
40% worn + 50% V1 + 30% V3 = 120% (10% room for growth due to 130% cap)
40% worn + 50% V1 + 30% V2 + 30% V3 = 130% (20% wasted due to 130% cap)
This is why it's actually very important to understand WHAT your songs do as a bard. Will the additional benefits of that V2 haste song (ie DS, +STR, etc) be more benefit then a different song when everyone in the group is already at the cap? Maybe a bigger DS or stronger resists would provide a larger benefit in this particular instance?
Now, there's some other particulars about haste that I'm not 100% sure apply anymore. Like Dot pointed out, there used to be a technicality in regards to level and haste taking effect, something like 1 level below the percentage of haste or something (so 21% wouldn't take effect until level 20 or something, I can't really remember). I'm guessing that isn't the case anymore though with the lower worn haste percentages available.
There also used to be a sliding cap on haste based on level, something like 50% up to level 45, 75% to level 50, then up to 100% at 55 or something. Again, I don't remember exactly how it worked, but I'm not even sure if it still applies, so it may be a moot point.
