Was just looking up Quest stuff for my new bard and ran across this? is this really Negative percussion? can anyone explain this please?

It's just the way Alla's tries to put a "meaning" to the mods. .8 in relation to 1.0 is -20%, .9 in relation to 1.0 is -10%, etc. They should actually compare the mods to 0.0 instead of 1.0. You're sitting at a 0.0 mod without an instrument (or modded item) equipped, so 0.8 > 0. The number in parans is what's important.
