My personal favorite way to quickly unlock shrouds is to get a level 5 shroud (in this case you want the Imp wizard as the Evil Eye psion is the next in line), get temp, clarity pots, and Skinspike II potions.
My zone of choice is The Forgotten Halls, an instanced zone that will scale to your level (be sure and go in solo, or only with someone of an equal level or it will throw off the balance of what level it scales the mobs to.)
Inside you can find 3 rooms (one room is ALL rats, another ALL bats, and a 3rd is a mixture of rats, bats, and small "broken" constructs.) with mobs you can kill freely without concern of the mobs being KOS to you or even assisting each other, leaving you to pull, kill, and med at what pace you wish with the zone all to yourself. Out of the 3 rooms, I personally recommend finding the Rat room and clearing it first, which leaves you a very short run away from the Bat room to continue the rodent slaughter.
With the proper buffs (Temp, clarity pots, skinspikes) I have seen shrouds unlocked in roughly an hour, give or take a few.
In case you don't know how to get to the Forgotten Halls, all you have to do is hop over to the Guild Lobby after scrounging up the necessities, and ask the Magus to port you to Nedaria's landing. From there make your way down the docks (head left) until you see an NPC named Eldros Danmor, go through the "hail" routine with him until he gives you the task.
You can now follow the mark on your compass to the zone in, I would advise SoW for this trip as well, seeing that the wolves in this zone can be anything from a large annoyance to outright deadly to a level 5 shroud.
...perhaps there is better/quicker methods for shroud leveling out there, I just found this to be effective with little worry of true danger from mobs (once inside) or competition with other players for camps...
...and finally, if/when you do get the Evil Eye Psion unlocked, I advise the highest level you can get (would be 55 for you atm) and also the best runspeed buff you can find as well. The charm only lasts 36 seconds so you need to be ready to quickly hand in the Jade and then be ready to get the heck out of dodge ASAP. Goons will quickly be on your tail after charming the Undead foreman so there will be little time to waste in getting back to the safety of Pok.
