Please give advice if you can. I am trying to complete the Wanderlust Quest in the Blightfire Moors (zone in the SS expansion). The step of the quest I am at requires I speak to Selay the Dragon in her tongue, Vasha. I have done this repeatedly---- and the quest does not update. I cannot move on until this part is completed. Any ideas on what I am doing wrong?

I didn't change the language, I just hailed him in common language and the task updated. Be sure not to be invis when doing this, Selay doesn't attack. If the task doesn't update, you should report it as a bug.
I'm not sure it updates until you do the next part.
You have to make sure that the part about "finding Selay" is updated before the hailing part will work (if you have to even actually hail her, but I can't remember if you do or not). I had to walk all around her and it eventually updated when I was a decent ways away from her to the west-south-west (almost right in the middle of those freakin' wolves). This one step was probably the longest single step for me (completed the entire quest up to the level 71 limit in less then 2 hours with my bard).
Speaking to Selay in her tongue is not in fact a requirement for the Wanderlust quest. The text from Pilgrim Fiskar advises you to do this but it has nothing to do with the Wanderlust quest.
If you check your task status after you receive the task from Pilgrim Fiskar you will see that the first task is to explore the jumjum farm. Next you will be sent to explore the entrance to Stone Hive. Then you are to visit Denlord Darkmoon where the wolf pack roams. The part about Denlord Darkmoon is a bit misleading as the update occurs on the eastern side of those woods. At this point you will finally be asked to visit Selay. The task will automatically update as you approach her. No hailing is required.
