No such chart. There are too many weapsons out there to even consider such a thing, not to mention damage can vary so much depending on the situation.

One thing to remember, is that there is a damage cap from level 1-19. So weapons with high damage and high delay are not good choices for newb characters, go for lower delay to max your dps.

For Example - A 5/17 Tombcarver is a much better choice for an under 20 rogue than a 14/28 Stone Bladed Stilleto becasue of the damage cap. Once you ding 20 the stilleto will do full damage and will be the better weapon. The damage cap does not show on the weapon, but will limit the character.

Max damage being the damage cap... I know 1-19 is 20, but whats after that? I've noticed that at each level I do slightly more damage on each weapon, but none of them go beyond a certain point (Such as 32 dmg at level 25).

I think what you are really looking for is the relationship and therefore a chart comparing "Attack" with max damage; because when you level and your damage goes up it is because your Attack has gone up. Your level, your weapon skill, your offense skill, your strength, the weapons damage, your inate attack bonus, worn attack bonus and spell attack bonus all contribute to your attack number. Some classes have inate attack bonuses when they level, others do not so it will vary by class and level. When you get higher in level, certain AAs can also contribute to this calculation as well.

Looking at it from just your level would not be possible, as you can see from all the variables that go into it, nor have I heard of any soft or hard cap to attack by level except for the damage cap under 20 which only limits a weapons damage just one part of the equation.

I have not seen a chart comparing attack with max damage, however such a thing should be possible.

Generally that increase is due to your stats increasing (strength for max damage per hit), from upgraded spells (many spells increase in power with level too, "increases strength from 10 (level 10) to 15 (level 20)" or something like that) and you could also be wearing gear with recommended levels on it that are increasing your stats as you level.

I agree that it's an impossible question.

And, of course, to maximize you skill-ups as much as possible from the lower delay, since damage from 1-19 is much less imporant a factor.
