HQ PeltsFollow

Find a location where only "quality" cat pelts drop (i.e. no ruined) and go wild.

Without knowing what level you are, for lower levels (20ish), Nederia's Landing (off of Jaggedpine Forest) works nicely. For slightly higher levels (30+), farm leopards and tigers in Stonebrunt Mts. Speaking of Jaggedpine, the panthers there (40+) drop quality pelts as well but you take a faction hit and have a lot of wandering KoS wildlife hassling you. There's also a camp of poachers who drop varied animal pelts but if you specifically want HQ Cat pelts that's probably not the best way to go about it.

Mob loot is determined when the mob spawns. The number of pelts you have on you won't affect the drop rate at all.

Whenever I go pelt hunting for making Bolas, I still hunt in East Commonlands. There's a pretty good drop rate for MQ and HQ pelts off the lions. You can also take down wolves, bears, spiders and spiderlings, so there's plenty of plat making potential there as well while you're waiting for the lions to repop.

HQ Cat Pelts in Crescent Reach? From which mobs?

Pretty sure the CAT pelts drop from CATS and the BEAR pelts drop from BEARS.
I didn't hunt them heavy since I moved straight on to the undead, but I got several HQ from each type in minimal time/kills. If someone was to say..oh SLAUGHTER everything that moved, they could probably get a stack in an hour or so.
