I started this quest and upon handing in 8 items I still did not get charm. any advise?

bug and petition it. a lot of the new quests are broken.

Go to EQ menu square. Select quests>>Rewards.
Should be able to select option 1 and get charm.

Yup I'll confirm that the charm was not offered in normal reward dialogue after 12 items or so but was apparently waiting in EQ...Quest... Rewards

After handing 5 artifact items to the Historian I noticed you can click top left of the rewards window.This shows option1 the charm which had zero stats after only 5 turn ins.Charm looks like a cog wheel :)
