I have not found anything on EQtraders yet.

Does anyone know what smiths or tailors use to make the DoN crafted swatches and bars?

The old books in game are not updated for Drakkins yet.

I was able to obtain the Ancestral Armor book. It looks like they will use High Quality Ore as the metal component for smithed gear and it is sold by smithing merchants in Crescent Reach. I have so far come up blank on the cultural components needed to make the cultural bars.

I'm stuck the same place you are, I got the book but not sure what to use to make the bars or swatches. I would assume that the swatches are the same as any other and leather armor. But I'm not sure about smithing or how to make the cultural needle or sewing kit.

I would think that they would use the same components as Humans but it might be something new with the expansion also.

I must have been lucky because it only took a couple kills for the puma pelt. But the list is Puma pelt, zombie heart, Fingertip from skeletal Ogre and gnoll teeth.

Latest I have seen (at least for Journeyman's smithed) is you use Human cultural ingredients. That means small mammoth tusks. Would be nice if there were mammoths in Blightfire Moor...

For the book, try the puma's in the cave. Took me a few to get the skin. desicated corpse drops the heart. Skeletal Ogres drop the fingertips. Ones inside the Farmhouse seemed to drop more often. I looted the gnoll teeth from a rotting corpse. All the stuff is tradeable and you can sometimes find them on merchants.

So far for Journeyman, Expert and Master it's been the same as Humans.

Confirmed. I used Small Mammoth Tusks (they are the stackable ones) for Journeyman's bars and Wooly Rhino Horn for Expert's bars.

Small Mammoth tusks drop in South Karana.
Wooly Rhino Horn drops in Eastern Wastes. Try the rhinos in the North, drop rate seemed a bit better.

I would like to add that the cultural forge is the small forge on the right and in the front of the room next to a large one in the forge room on the second floor of Crescent Reach main building. There is a small forge on the left of the middle one (forge of the forgotten), no idea what that is for...
