yes. lots of good enough enough to start with higher lvl gear from recent expansions is 1 groupable (plus DoN gear & augs purchasable with DoN gear). join a casual guild at first, group/level/gear up. also, with the new race just added, there's lots of lower lvl toons running around, great for a returning player to group with. welcome back (if you actually do return )
you do not need to know your password, SOE wants you back, they can help you reaccess your old account.

With all the new changes, you'll likely be able to solo to 50 in a matter of weeks or less with any class. Depends on how much you have to farm for plat to buy equipment and potions (off-set by kind donations from strangers that I always seemed to get without even asking for them). From there groups should be easier to come by.
Really, the changes over the past year or so have made it a lot easier to come back and start from scratch.
