After 16 years, I'm not listing every friggin character.
i saw a 60+ quest giver during the short period i had to run around crescent reach. she (i think it was a she) was sort of off on her own, maybe it was the second floor of the city area, but don't quote me on that (@ 2a.m. the memeory is sketchy). so, yeah, they're there, just gotta search high and low for em. good luck.
I found a (Quests 70+) and (Quests 75+) on the top floors of Crescent Reach.

fairly sure, maybe it was in one of the more deserted wings if the 1st floor? wish i could remember exactly.
