I guess you know you have to do a large part of the planar progression quest to access this quest. IF your not familar with that quest you should look it up under available quests in the POT area. It basically involves you to kill several raid mobs in various other zones which require flags for. This day in time its hard to do because there is such a low interest in it due to newer expansions with better loot.
