The abilities themselves are sold on merchants in the E. Commonlands tunnel and in the Plane of Knowledge library. You buy the appropriate tome, hand it to a trainer of your class and you gain the ability.

I do not think 'Sneak Attack' is available on the progression server if that is what you were wondering. Some of the melee disciplines were released in later expansions than what is currently open.

Warriors have the Incite Line, all other melee's and/or hybrids have no discs unless patched lately.
