I just started playing EQ after a year, and I am so behind on the expansions. What is the cheapest way to get them. Should I try EBgames or maybe download them or what? Let me know.

The cheapest way to go would be to buy the Titanium box.
Even after yoou buy Titanium you still have to buy The latest which is PoR

Not really, there is so much content in Titanium, you could go years and not need to buy PoR.
