Ok so I started a new toon on the Sleeper Server.I am lvl 4 Ranger now.When I tried to use the pok book in North Qeynos it said something like im not high enough to use it?? Do you have to be a certain lvl? If so what lvl?

PoP has not been unlocked yet. So the pok books do not work. so far they are up to kunark.
