Cant long on EQFollow

Today I tried to get on EQ and it wouldnt let me. I click on the EQ icon and the EQ patcher comes up, everything loads normally but then when I click "play" I get this message: "This application has failed to start because d3dx9_30.dll was not found. Re-installing the application may fix this problem" So, I re-booted my computer and still got the same message, then I re-intalled EQ (figuring it should install the program I am missing) and still got the same message. I dont know how long it has been sence I was last on EQ, but I did a system restore to the 1st of June (Im not sure if I have played after this date or not) and things still wont work. The only other thing I can think of doing would be to do a system restore to the first of May (I know I played EQ in May) and see what happens. Can anyone help me out?
