anyone who can help me? I read somewhere there is a mob which wont move even if used as a archery practice target but can't seem to find the info anywhere

Anyone know/remember who this is?

Most of those were nerfed. Like the Nexus Scions.

The only thing I know of that is not an exploit or a broken NPC is this:

Impervious Bloodbeast

You would have to get a level 46+ Berserker to spawn him but then you could load up the cheapest, weakest arrows and max your skill before ever putting a dent in him.

theres a mob in the caves near the ent to velk in Great devide, but it's pretty low level so you wouldn't get much from it. Great as a charmed pet for power leveling though as it has about a million hp.

uhm..

In the tutioral, shoot the barrels, and the seige supplies

In Halas, you can target the raft that takes you across the water.. Shoot it..

That silly boat in the pond in Qeynos Hills. but be careful, occasionally the guy in the hut will attack you for no reason.

Shoot a fish from the docks or from the land in Surefall Glade. They won't come out of the water after you.

Can't think of the name at the moment, but the first giant you come to just inside Kael Drakkel from Great Divide. He's like a recruiter or some such thing. He's perma-rooted and I remember "playing" with him back in the days of raiding KD.
