two questions on MM'sFollow

My wife and I just made a couple of new toons on a new server that we started from scratch (the toons, not the server), no transfering of anything.
We have a couple of quick questions regarding MM's.
BTW we have all 11 expnsions so that isnt a factor on where we can go. Except of course those zones that do have an actual lvl entry requirement.
Q1. Assuming that you can actually survive a trip to hail the NPC to get the quest itself, can all of these quests be started at lets say lvl 20ish? (even though you may be playing a lvl 70 Gnoll)
I ask because we do not want to run into a zone where we will get slaughtered just by standing arround in one spot to long, then, get turned down because we dont meet some level requirement for the MM itself.
Q2. From what I have read so far, the pay off is based on your level. So, might it be worth doing again and again (approx every 10 lvls) as you progress threw levels to get the better item ? Would that also be correct?
The MM master list post has quick links to the lvl 70 required payoffs for these quests. And for some of them has the levels blacked out from 1 threw 49.
We will eventually be doing them back to back on some of the "no brainer" MM's to work on aa's and such. But, for right now we are intrested in questing for questing sake .. and getting free armor thrown in on top for a couple of very poor "noobs".
I have read threw the stickied MM master list and have gleaned a ton of info from that post. These two questions are the sort that are only stupid if they are not asked outright.

There are no level requirements whatsoever. Go nuts, just reember the loot will suck!

No level requirement. You can get any MM, provided you can get there and survive long enough to enter.

Items come in tiers. The higher the tier the item, the better it is. The tiers are split up by about 10 levels. Every 10 levels, you'll be able to get the next tier of item (regardless of whether or not you have the previous tier(s)).

Experience also seems to come in tiers, though I can't confirm this. So if you're 51 and do a mission, or if you're 56 and do a mission, you'll get the same EXP either way.. but since 51 requires less EXP to level, it'll show as more on your bar. Like the items, this seems to go by the same ten-level tier sets.

To be clear on the items, if you do the MM for the first time at level 55, you'll get the 50's tier item, regardless of whether or not you've done the same.. so even though it's split up like this, it's not quite a progression quest for the item.

At the end of a mission, only one item (in many of them) will drop. Additionally, each mission seems to have a "common" and "rare" drop. The common is generally more specific to a class while the rare seems to be more desirable to most. I'd say the "rare" drops about.. 1 in 5 or 6-ish? So, if you and your group all want a rare item, it could take a number of repeats to equip all up.

The items you get will be improved every 10 levels. 1-10,11-20 etc.
If you have chosen a race that is kos to highpass guards, you may have some problems in that zone, or any zone that is higher than your level. Exp is okay, not great, and your skills will not improve in the MM. But since you say you are experienced players that should not matter.
For starting out anew, spiderling silks can sell in the bazaar for a nice turn of plat.
