It should be fixed before the end of the day, today. One of the devs posted on the EQlive forums regarding the issue. He fixed it on Test and the fix "should be on the live servers later this afternoon".

I spent about 2.5 hours killing Bulthars in SG and not a single drop. Is the drop rate bugged?

All scavenger hunts have been re- opened for the 8th anniversary however if you ahve done it before you can't do it again.. so unfortuantely no going and getting the xp potion again if you did it last time

Minimum faction required to run the scavenger hunt is amiably with dwarves. Just confirmed this tonight and stressing for days how I'd get to warmly, since that's what the rest of the quests in Thurg generally require. :)
