Since no one likes to help when you are playing in the game maybe someone will post it out here. Where can i find the half of the sealion penate that is in Westfall? Any info is greatly appreciated.

This is the Quest Forum for EVERQUEST(1). Check the links on the left to make sure you're on the Alla's page for YOUR game (under the "Choose Your Destination" drop-down menu). Once you get to the correct page/forums, you probably won't even need to ask this question, because they probably have info on that particular zone/mob you are looking for.
Anyway, good luck with your quest, but unfortunately, I doubt anyone here will be able to answer your question.

The sad part is that I can actually answer this question...
The pendant is located in a box at the bottom of the ocean just off the coast. You find it by swimming underwater and looking for a giant boat anchor sitting on the bottom. You must be very careful though. You just barely have enough air to reach the box from the surface of the water (its very deep here). You will find air bubbles at the box to ensure you live though.
