Do you need OoW to ding 66?
I have a level 65 character with DoN and everything pre-OoW. Will he ding 66?

Well, yeah. How else do you think SOE can sell you new expansions otherwise?

Can only get level 65 if you dont own OOW. If you have GoD you can make berserkers. If you own LoY you can use maps, guild window and dye and make frogloks. If you own DoN you can use guild lobby, guild hall(Must be in a guild).
In fact, you can only GET to 65 if you own the proper expansions. The original cap was 50. One of the expansions raised it to 60, another raised it to 65.
You need Ruins of Kunark to get level 51-60.
You need Planes of Power to get level 61-65.
You need Omens of War to get level 66-70.
You cannot "skip" any of these requiriments by owning later expansions like DoN, GoD or DoDH for example.

After 16 years, I'm not listing every friggin character.
Actually, Velious and Luclin both advertised that they allowed levelling to 60. You could skip Kunark and get past 50. Likewise, if Omens raised the cap to 70 (which it did), it's very likely that you could skip PoP since your account is simply flagged for "level to 70".
It would make sense if DoN allowed the same raise in cap that Omens did but I'm not sure on it.

Just forget all this confusing stuff and get the 19.95 10-pack expansion set. That way you dont have to keep answering group invites from the LFG tool with "I dont have that expansion yet"
Plus, even if you dont go to all the zones, example: GOD zones, you will be set up with all the utility stuff that ppl need on occasion.
I was in Kedge just two days ago and was begged into helping somebody retrieve their corpses (3) from deep in behind the mermaids. By the time I got there and dragged them back the corpse timer had expired. Maybe this person would have avoided three no-rez deaths and a mountain of frustration had he had the simple guild lobby expansion and 185p to summon and rez there.
Plus, even if you dont go to all the zones, example: GOD zones, you will be set up with all the utility stuff that ppl need on occasion.

I may be wrong, but I think I was able to ding 66 with DON but without OOW.
I've since purchased OOW so I could get higher lvl spells, but I'm pretty sure I was able to ding 66 without OOW on two of my toons.

Even if you could lvl past 65 w/o OOW you'll miss out on your spells/tomes.
