Iksar and Trolls with shroudsFollow

On Eqlive there is a lot of talk about Ikies and Trolls losing their natural regen once they have used a shroud. The regen degrade seems to stay with them even after the shroud has been removed. Devs are looking into it but have not acknowleged if they can duplicate the bug yet
