I was away from the game taking a break when this expansion was released. I haven't had a chance to check it out yet.
My question is do I need to do the tier faction quests first or can i jump in and start doing creator?
Also, can my Iksar necro do the good missions or does he need to improve faction first?

You can do the creator mission if you have a group member that can request it. You don't need faction to actually DO the missions, just need it to REQUEST the missions.
Your toon can do either branch of missions no matter what his alignment with the rest of the world is.
