How is disarm useful?? To my understanding it does not work on magic items (so you can't really disarm a mean mob who has a nice weapon) and mobs still duel wield and do the exact same damage/delay with or without a sword? Only use I have found for it is to disarm a guard and steal there fine steel weapon.

I have seen significant decreases in damage when fighting guards in HK with my monk, especially when I disarm Bosec. Could just be me though.
Disarm is much more useful in PvP, nothing worse than realizing your hitting the other guy H2H cause your uber weapon has been disarmed to your bag, though bandolier makes it easier to recover from this now.
Disarm will change the mob who has a weapon to a H2H, and that will reduce his damage if the weapon was an uber one or if his H2H is lower than his skill for that weapon which is not always the case. It is also useful because it generates aggro.

Alright, like I said, I wasn't 100% sure about that. I do know for a fact that being FD'd when fear wears off and THEN standing up doesn't cause a relapse of aggro, though.
