ok, i've looked and looked, and i just can't find the information that i'm looking for.
i'm looking for the LEVEL requirements for whatever pop zones have a level you can get in without doing any of the flagging. i know that BoT is 62, for example. are there others? and what level?

Well, what about higher than 62?
I just dinged 65 last night and my message told me to go to the Plane of Tactics, so Im assuming that means I now have access?

no, Tactics is a flagged only zone. Either do MB from PoI or can do the Diaku's in PoS (desert side) and collect the 4 emblems for the side quest. Note: 1 person needs to collect all 4 emblems and they also have to have the proper faction (amiable?) to do the turnins. This flags a whole group for Tactics. Really pretty easy.
