Range weapons and the dmg they createFollow

I am quoting my self from another thread

Slightly off topic but here goes anyway. How much difference does the arrow make. I have had some ranger say the arrow are only an add on damage and that the difference between a 2 dmg class 2 wood point and a 11+3 magic isn't worth the cost unless It is some epic mob and you don't want look cheap, I was also told the dmg was a factor of sorts like a bow with 30dmg would never do more than 30 with a 1 dmg arrow but might do 70+ with a 11+3 can anyone give the definitive answer to this
can anyone explain just how the dmg relation between bow's and arrows and for the record thrown weapons works.

bow dmg + arrow dmg = base dmg for calculation

let's say a 30 dmg bow with a 11 (physical) + 4 (elemtnal/magic) dmg = 40 + 4

30 dmg bow with a 2 dmg arrow = 32.

44 vs 32 base dmg

if it's a melee weapon, would you rather be using a 44 dmg /28 delay, or 32 dmg / 28 delay?
