Don't have an exact loc, but I know he is marked on the latest set of maps from http://www.mapfiend.net.

When you zone in to DS from the POD, head southwest and you will find him.

When you zone in you are usually facing North.
Turn around to face south and run until you hit the zone wall.
Then turn right (west) and run along the wall until just before the west zone wall.
Karsor is near a large tree just before that west wall, you'll almost run over him, he cons indiff.
Also clearly marked on most maps.

Yeah. He's easy to find. Just put the zonewall to your left and follow it down the hill. If you hit the bottom (where there are buildings and stuff, you've gone too far. He's actually in a little depression just overlooking some buildings with a static murkspawn, and a few static kyv spawns in front of it.
