Event - Eastcommonlands - (A message) droppedFollow

I'm searching for information regarding a drop off of one of the "scouts" that was roaming around. The "scout" was roaming alone on a path heading North to South.

He dropped a single item "a message" (Lore but tradeable) that doesn't give any information when you click it or identify it. I have given this item to just about everyone in Felwithe and got it back as well as given it to each of the new War Suppliers in each of the city zones.

If anyone has any information as to what quest this leads too, please post any and all information here. (even NPC's that don't accept the message to narrow the search) Thanks
