Other than having a wizard cast alter Plane of Sky, is there any other way to get there?

No there isn't. Not sure why they decided to add a "NPC porter" to PoHate and not Sky. /shrug

Yup. I "think" its an NPC in tranquility (not sure though). Just need the stone thingy and go to that NPC to port up to Hate now.

there used to be a portal behind pharadar (that didnt strip your buffs!) but I think it was removed in the revamp
