ne1 know how to get there and if A high elf can get in or are they KOS to me

Neriak 3rd Gate is the deepest part of Neriak, the home city of the Dark Elves (and now the Trolls as well). It is where you will find the Necromancer/Shadowknight and Cleric guilds if you choose these classes and Dark Elf as your race.

The citizens of Neriak, as well as almost all of the other Dark Elf NPC's in the game will be KOS to you, because you are a High Elf. Of course their faction will determine this.

If you are needing to get to Neriak for a spell component, or something such as the Fuligan Soulstone of Innoruuk (turn-in to port to PoHate), then I would suggest asking a Dark Elf friend of yours to get it for you. Alternatively you could create a Dark Elf toon on one of the empty slots on your account and put whatever you need into the shared bank. I had to do this one time to get a component from Erudin (I later turned that toon into a bazaar mule).
