can anyone put what levels go with what zones or point me in right direction thanks

what exactly is a hot spot? where you get a exp bonus?

The short answer is...

Yes, Hot Spots have an increased exp modifier resulting in more exp per kill.

The long answer is...

Hot Spots are Sony's way to try and get people back into the older and/or under-used zone. They offer really good exp as the incentive. For younger players, it eliminates some of the grind out of the lower levels and helps them get to the "end game" more quickly. The bad side-effect is that many PL'ers will use the hot spots to level their toons.
