Whats the refund on a 10k black drogmor?

My enchanter paid 9500 for the small black drum, got back around 6500, give or take 1k, I don't exactly remember. So you're looking at about a 30% loss on it.

I tried selling back my Drog. and was given the "I'll give you nada" answere. Is there an NPC other than the Drog . merchant for returns?

The refund on a drog is 70% of the original purchase price.

You have to talk to the NPC that buys back the color of drog that you're selling. They are all in the lighthouse in Gunthak behind the same counter the banker sits at.

There are several "brothers" scattered in the near vicinity of the guy that sells the drogs (the guy that sells them is next to the banker in the lighthouse). You hail the other little guys to find the one that will buy whichever color of drog you have. When you find the right one, you give him the drum, he gives you a bag of plat, and you sell it to the same guy that you buy the drogs from. And yeah, it is about a 30% less return on them.

To wrap up everything other have said:

Head back to Gunthak. Beside the Drog vendor in the lighthouse are four or five little pirate gnomish guys. Each one buys back a particular color of drog. Find your guy by hailing each. Give the appropriate guy your drum. He will give you a bag of platinum. Sell the bag to any vendor. I don't think your CHA affects the price from a vendor. Spend the plat you now have.

As others stated, you will get about 70% of the original value of the Drog drum.
