How exactly does one go about making a hot key? Ex: How would I hotkey my forage ability to my forward directional key?

Either bring up the skill window (from your inventory) and use the "make hotkey" option or right-click (mouse) at the numbered butons of the combat abilities or abilities block.
I know what you are wanting to do. A guildmate and RL friend linked his druid's forage to his left arrow, so every time he turned left, he foraged. That was a long time ago, and soon after, Verant made that impossible. He still had his forage linked, but when I created a druid, I couldn't do the same thing. I don't know if that option has been re-enabled since or not.
(Incidentally, he has considered unlinking it, because his forage is now so successful, he is overwhelmed with stuff. He hasn't, because as far as he knows, he could never get it back.)
