Not true at all. Different mobs have different rampage ranges. Most are significantly larger then melee range.
The point of Cal's tutorial on rampage is to prepare for it ahead of time and "stack" the rampage list *before* engaging. The idea isn't to try to get people you don't want taking ramp out of ramp range in the middle of a fight. That's a disaster waiting to happen. Against many mobs, the ramp range is far enough that you would also be out of heal range of the tank. Don't even think about trying that as a strategy. The key is to designate someone as the rampage tank and have that person get agro first so he gets put on the first spot of the rampage list (hopefully).
If you simply have your MT engage while your healers patch and built a CH chain on him, you will guarantee with 100% certainty that one of your healers will be at the top of the rampage list. That's a *really* bad idea.
