twink means that you start another character or an alt and buy lots of high end equipment to put on him.
you then have for talking sake a level one char wearing equipment only really affordable by a level 40-50 player.

A "twink" means something that you cannot afford yet have like a level 1 who has a 100k horse would be considered a twink.

Twink means that someone has "twinked" a relatively low level character with gear that normally would be impossible for him to get.

This normally is the result of a high(er) level main character getting (or buying) equipment outside of their class that they pass on to a lower alternative characer.

As an example, my 57 chanter a while back won a LDON greed roll for a BST leggings with recommended level of 50. I gave the item to my level 11 BST, making it twinked.

Twinked characters have much better stats than normal characters and are able to progress faster as a result of being able to do things normally difficult or impossible for their level.
