I was just wondering about something:
If an item has charges to it and it runs out, is there any way to recharge the item?
And how?

Only certain items.
Most items with charges are dead once they have been used. For example Larrikan's mask - 10 charges of Sup. Camo and then it's useless.
Some can be recharged by quests. The Chardok rings come to mind.
Some are tinkered and run from mana batteries. These can be recharged in a toolbox with the right battery. For example Anizok's Minimising Device.

There used to be an exploit that would involve selling an item with charges and and the same item with no charges to a npc merchant. That exploit was corrected some time back but I still hear the method mentioned in ooc chatter.

Not sure what you are saying here, but for sure the only item I sell with charges is the frost giant beard which has a good strength buff with 5 charges.
I use it and sell, and go get another price to merchant is same charged or uncharged. I have never sonsidered that an exploit.
Other than that I dont really understand what you are saying.

Due to lazy programming it used to be possible to sell a discharged item to an NPC who also had a charged one. When you bought it back it too was charged. The NPC inventory did not keep track of individual charge states on similar items.
This was changed some time ago. The ruse is no longer possible.
However there is a known bug in the bazaar which can mean that an item shows as having charges on the bazaar screen but has fewer when bought.

The reason why i ask is becuase I am working on the clockwork Talisman 1. It's a decent item with 5 charges of Gate to POK. Is this item able to get charged
From the thread on it it looks as if Powered Cockwork Talisman is not able to be recharged. You can have the fun of doing the quest over though
