In some of the posts where someone talks about weapons sometimes they say get this sword or that sword because it will grow with you.
Does this mean that as you lvl while using the sword that it will get stronger too?

Yes.
Some items stats will increase up to their max when you hit the level required for them.
This would apply to items with a recommended level, not items with a required level.
