This is a newbie question, but where should I go to brush up on my smithing or what should I do?

As with all the trade skills (except tinker?) a complete guide to Smithing including lists of recipes, location of components and routes to 200+ for the smallest cash outlay etc. can be found at EQtraders.com - the home or EQ Trader's Corner.

Well I think you were asking about what zone to brush up on your smithing.

The best zone intially IMO is Halas. There is a square in that town that all of the smithing supplies can be bought from three different merchants, one outside behind a building, a general merchant (for the water), and upstairs in one building you can buy the different molds and such you will need.

I got from 0 to 42 smithing in Halas. Its a good starting zone

I've done most of my smithing in PoK though Halas is also good.

I have yet to break 200, still somewhere around 190. I have a bunch of LDoN tempers that I want to use for skill ups but just haven't taken the time to do the combines.

If you wasted - err - spent the money on GoD, the Queen's Thorn in Abysmal Sea has "freebie" quests to get all skills up to 52 easily. Of course, this and much more info is there at the EQTraders site.

PoK would be my suggestion. A few of the outside places are missing some molds that you need to raise your skill in the mid levels.

Up until 180 or so I'd stick around PoK and venture out if you need something for a particular combine.

After 180 most things require you to farm items for combines (soulscream armor, planar armor, acrylia, etc...) so you can pretty much go anywhere a forge is.
