You can do the quest for Ornate armor at 55, but Alla says the level to attain is 60. Is that level to attain for the effect?
The effect is a min level of 55 as well, so once you get them you can use them.
The level to attain is mainly because the molds/patters drop in Tier 3+ planes (BoT, HoH, Tactics, and up).
