Custom Helm GraphicFollow

I was told by a friend that it is possible to add a custom graphic to a helm that lacks having a graphic. Like the ornate PoP molds.
Does anyone know anything about this quest ?

I believe what he was referring to was Velious armors from the three factions. For example, I know of Thurg armor quest (i.e. helm from Kael you turn in with three gems) that allows you to turn them in to culturally unique looking helm.
