Can anyone help me locate this little guy. i serached all around the docks and outpost there with no luck and i need to get to OOT

im not sure about OT at all, but there is a boat gnome in BB that can help ya...
Not sure about OT, but boat gnomes generally are located on the dock where you would catch the boat. Look for the little guy in the white shirt.
I have used the boat gnome for Timorous Deep (oasis dock and Orgre camp are the two points).

The boat gnome is on the end of the dock at the Outpost.
If he's not at the end of the dock, check under the dock. I have seen transporters fall under there many a times, and they just swim under the dock like that's where they're supposed to be.
