Gee, I can't throw stuff now...Follow

So I'm trying to pull mobs with my lv 22 Iksar Monk and I decide to use my stacks of shuriken. I go to make a hotkey for throw (though I swear I had one before) but now throw isn't on my list of skill abilities. So I bring up my skill ranking and see Throw at 102. IO highlight Throw but the "Make Hottkey" button greys out. Why can't I throw stuff? Any thoughts?

Unlike me, who had one shuriken in ranged slot and five fishing bait in the ammo slot. Took me ages to work out what I'd done wrong.
