I haven't done this quest in a while so it may not be much help but here it goes. First of all, which zone is TB? I think if you mean Tenebrous Mountains, you are in the right zone. There are two spots where the skellies pop, one is on one side of the wall to Katta ends. The PH for it is a bat or one of the Alien looking mob. They pop right around there. If you sit near ta row rocks there, you are almost guaranteed aggro from the skellie or a PH. Another place is in the middle of the zone and I don't know what the PH is. It's easiest for a Cleric since you can use sense undead to track from the end of the wall for both pops of Tormented Vah Shir.

One personal theory I have, that I have yet to prove it, is that the Tormented Vah Shir is on the same cycle as the other named vampires in the zone. One of them pops at the other end of the Katta wall in a little castle looking thing. It can also be tracked via sense undead. Matter of fact, it's the only undead you will sense if the skellie is not popped at the end of the wall. There are two more named mobs in the zone but they are a bit far away. I would try to kill it, sure beats sitting around waiting for the mob pop in addition to the PH. The reason for this is that everytime the named mob was up, PH popped. When the skellie popped, I never sensed the named vampire.

One word of caution, it used to be that the skellie or the PH would sometimes pop within the wall of Katta. You can still target it via F8 and draw it out of the wall to kill but something to remember. I can tell you that it can be a long wait to collect those 8 heads. It took me over 2 weeks and about 5-6 days of camping to get all 8. Good luck.
