From what I understand about learning another language you have to first change your current language to the one you wish to learn. (Go to character set up in your options box).
After you have selected that language you start speaking to everyone in the chat box. I'm not sure if it is tell, or OOC or shout specific though. (meaning you'll only raise your skill level points by talking with tells, ooc, or shout). However it's a skill level that you earn just like pottery, smithing, swimming. Well give it a shot and see what happens.

To learn a new language, you need to be grouped with a person that speaks that language. Then they spam you in group chat and your language will go up slowly with the speed based on Wis/Int.

Anyone can teach another person to a level 1 above their own skill, so if two players want to learn a language from no skill, one can put a point in with their guild trainer, spam the other one until their skill goess up to 2, and keep swapping every time the learners skill gets 1 point above the teachers.

The maximum skill for a language is 100. Prior to 100, if you try to speak in the language, the text filter will randomly change some letters, likewise if you hear someone speaking a language you do not have 100 skill in.

Elvs might be fictional, but i have been called an elf all my like cuz i was born with realy pointy ears. i am also aware that there is an actual language that some people made up that it is posible to learn. Like in lord of the rings. i just think it would be cool to speak elvish.

Tolkien's elvish language is probably the most complete and internally consistent. He was a linguist by training and used that skill to develop several different languages. This site is dedicated to it: http://www.elvish.org

I don't know if they still run it, but there used to be a klingon language camp people could attend.

Another proud event in Minnesota history.

There are some universities that offer Klingon and Elvish as language courses you can take. I'm not sure if they are acredited courses though...
