Does anyone know if the recommended level applys to the instrument modifier on an instrument? For example, the Karanas drums have an recommended level of 56. Would it be worth while for me (a 17th Bard) to purchase said drums? Or should I go with something like Selo's Drums of the March?

no mods are mods are mods, reguardless of level. if you can wield the instroment/weapon you get the mod for it.

I can answer that.
The answer is no, the recommended level does not apply the the instrument modifier.
My bard wasusing the Karana drum at lvl 39, even though I think it was recommended for 56 or so.
And yes, I was getting the much higher damage for my drum effected songs.
