This is correct.
A paladin stun spell will always add aggro, regardless of whether the spell landed or got resisted. It will also add aggro even if the target is immune to stuns.
This works for all paladin stuns, from Cease and Desist through to Force of Akilae and Quellious' Word of Serenity. You can test this quite easily by going into a high level zone (like BoT or HoH) and casting nothing but Cease and Desist. The spells will usually be resisted, and if they're not, your target will be immune to the stun. Nevertheless, you can hold aggro for an entire fight by just chain casting these two spells. You wouldn't even need to turn on attack.
There is a hypothesis, though untested, that a resisted stun will in fact add more aggro than an unresisted stun. I'm not entirely sure how you could test this in a meaningful manner, though.
