I don't know many times i have bought a weapon with a special (incombat)ability and have seen the dreaded "your will is no suffient enough to handle this weapon", when i should be seeing "Damage 10000".
I don't know know if i am missing something or my stats are to low, Weapons such as Staff of Shielding and Yekeshan War club, have no required levels to them and list none, but when i use them (39 Beastlord ) I can't get the damage or abilities.
I am about to just give up buying equipment and bare hand mobs.

Weapons have a required lvl before they proc, this is not listed and is different than the lvl to equip.
If you look up most weapons here on alla's their proc level has been listed by players.

the staff of shielding drops off level 50+ mobs in Chardok, hence it does not proc before 50. Be glad you can still use most things under proc level, it would be a pain if you could not
In general you will find most weapons don't proc before level 40 or level 50. Those that do, like the copper hammer of striking, are mistakes waiting to be nerfed.
