Actually, based on this info, it looks more like Toasticle is right. It has to do with whether the group spell can be cast on members not in your group or not.
Group heals are completely limited to your own group. In fact, they aren't even targetted spells. You just cast them and they automatically hit your own group. Since he said it's the "target type", this seems to be a likely explanation for the differences.
Of course, those two particular spells also differ based on who they can be cast on (all levels, or 46+ only), so they are a bad example. The easy way to check would be to look at a lower level spell (like say Valor). If Valor and HB are both "target type: Group v2), then it's the targetting, and not the level restriction. If they are different groups, then it's the level restriction (since that's the only difference between Valor and HB).
